I'll include a bit of info on the park from their website.
The Paint Mines Interpretive Park is named for the colorful clays that were collected by American Indians to make paint. Colored bands, caused by oxidized iron compounds, are found throughout the different layers of clay. The paint mines have evidence of human life as far back as 9,000 years ago. The park features geological formations, including spires and hoodoos, formed through erosive action exposing layers of selenite clay and jasper.

This looks like a great place to walk. There are lots of interesting details and such all over. I think there is a hare in the foreground. The overall lighting is good in some places and harsh in other places. I would find good light and shoot what's in it. This would be my strategy in dealing with the lighting conditions shown in the image. Otherwise you may try a polarizer. Lastly you could just wait for a different time of the day where the direction, quantity and quality of light works in your favor from the current location. The golden hour offers beautiful light. You are right, the golden hour lighting was difficult. It is harsh, a result of clear blue sky. But I like the early morning light better than the later photos of the canyon...to say nothing of the lack of people in the early morning.
And yes, there is a rabbit in the foreground.
With the little travel Sony I don't have any filters to play with.

I like the composition and processed the file a little. You may enhance the raw file if you have one. The dark blue sky seems a bit dark to me. So I made it lighter. I cropped the image to have the leading line in the top right corner. I masked the bushes and the rabbit and added a bit more light on them.
I understand that we all must take photos in all lighting conditions. The questioin is how to deal with the light at the time.
